Westwood Square Community Police Station

A major Malton issue to come up this month is the discussion about closing the Community Police Station at Westwood Square. Please be assured that this will not happen.

I am strongly opposed to this proposal, understanding that the presence of the police at the mall goes a long way in keeping Malton safe. We will be working with the police to insure that a police presence remains at Westwood Square.

Seniors’ Bus Fares and Affordable Transit

I am thrilled that Council has approved the Seniors’ $1 Off-Peak Bus Fare as a permanent program, along with the Affordable Transportation Program.

I proposed the Seniors’ $1 Fare as a pilot in 2015, in response to high demand from seniors in Ward 5. I’ve heard first-hand how this benefit helps seniors get out of their houses and connect with their community, medical treatment and families. Please continue to spread the word about this program to seniors who will benefit!

Permanent Plans for MiWay Affordable Transportation Pilot and Senior One Dollar Cash Fare – Off-Peak

Today at General Committee, MiWay’s proposed Affordable Transportation Pilot Program (ATPP) was approved in principle by Mississauga City Council and is on its way to becoming a permanent program in January 2018 along with the Senior One Dollar Cash Fare at off-peak times. Final approval is to follow at the October 11 Council meeting.

“Making the affordable transportation program permanent assists residents with low incomes and gives them better access to employment and services,” said Mayor Bonnie Crombie “This program contributes to the City’s strategic goal of ensuring affordability and accessibility. The social and financial return on investment from this program benefits our City and helps keep our communities strong.”

“The two phases of the affordable transportation pilot helped us develop the program and make it effective,” said Geoff Marinoff, Director of Transit. “City of Mississauga and Region of Peel staff recommend that the phase two pilot becomes a permanent program for eligible Mississauga residents. The Region will continue to assess the eligibility and MiWay will administer the issuance of PRESTO cards. Financial responsibilities for subsidy and administrative costs will be covered by the Region. MiWay will continue to make the Senior One Dollar Cash Fare available at off-peak times.”

The permanent affordable transportation program is to be based on the phase two pilot that had 1,300 participants. The pilot was a partnership between the Region of Peel and MiWay and available to low-income residents in Mississauga as defined by the Low Income Measure Household Thresholds for a one year period. Approved participants were provided a specially configured PRESTO card allowing them to purchase a MiWay monthly pass at a 50 per cent discount. In January 2018, priority would be given to eligible participants who remained active during phase two of the pilot.  New participants would be accepted in February 2018. For details visit the Region of Peel website.

ATPP Background

The MiWay Affordable Transportation Pilot Program was a partnership between the City of Mississauga and the Region of Peel. Mississauga residents earning an income below the Low Income Measure (LIM) thresholds were eligible to apply for a subsidy of 50 per cent off of a MiWay monthly pass by visiting the Region of Peel website.

Responsibility for permanent program delivery would continue to be shared between the partners. The Region will retain responsibility for screening applicants for eligibility, funding the fare subsidy, and administrative costs. MiWay will assume responsibility for PRESTO card administration and transit service delivery. Peel Regional Council and the City of Mississauga approved the MiWay Affordable Transportation Pilot program following a successful phase one, which was in place from September 2014 to August 2015.  Results of phase one found that the program allowed residents with limited financial means to access employment and community services. The results of the phase two Affordable Transportation Pilot in place from May 2016 show that for every dollar invested, the social return on investment is $3.98. The results also showed evidence of participants accessing various services in the community.

Senior One Dollar Cash Fare – Off Peak

The Senior One Dollar Cash fare at off-peak times will become permanent following approval at Council on October 11. In June 2015, MiWay began offering a one dollar cash fare to seniors during off-peak hours as a pilot program approved by City Council. MiWay has continued to promote this program through its website, at seniors’ events, posters on buses, at the City Centre Transit Terminal and transit operators educate senior riders about the availability of the one dollar seniors fare during the off-peak times. On request, senior riders (age 65+) must present a piece of valid photo identification or a MiWay issued senior identification card to the bus driver to receive the one dollar fare.

Fire and Smoke Move Faster than You – Have a Fire Escape Plan Ready

Mississauga Fire and Emergency Services (MFES) is urging residents to learn quick tips on how to keep their families safe as part of the National Fire Prevention Week from October 8 to 14.

Simple actions including replacing alarms every 10 years, changing alarm batteries, preparing and practising a home escape plan can save lives. This year’s theme of Fire Prevention Week is “Every Second Counts: Plan 2 Ways Out!”

“It’s not an option. For survival, residents must prepare and practise a home escape plan with everyone that lives in their home,” said Tim Beckett, Fire Chief, MFES. “Keeping your family safe takes very little work so it’s surprising that more families aren’t making fire safety a priority.”

“Ensure all smoke alarms in the home work and identify all possible exits. Teach children to escape on their own if they can and join them at a pre-determined, safe meeting place outside the house. Never go back inside a burning house,” added Beckett.

What You Need to Know:

  • Fire can spread rapidly through your home, leaving you as little as one or two minutes to escape safely once the alarm sounds.
  • A closed door may slow the spread of smoke, heat and fire.
  • Home fire sprinklers can control and may even extinguish a fire in less time than it would take the fire department to arrive on scene.
  • Portable fire extinguishers can be used in the following instances when the fire is:
    • confined to a small area;
    • not growing; and
    • the room is not filled with smoke.
  • Smoke alarms and alert devices such as strobe lights, pillow or bed shakers can help those who are hearing impaired escape from a fire.

To support Fire Prevention Week, MFES will be at various locations throughout the city to talk to residents about what they can do to keep their homes and families safe. A full schedule of fire prevention activities in Mississauga can be found here.

Adequate Heat By-law

Towards the end of September, when the temperature rose to its highest levels of 2017, my office started received calls from apartment dwellers in Ward 5 who were sweltering in their homes.

A misunderstanding of the City’s Adequate Heat Bylaw, which requires landlords to provide heat to tenants of at least 20 degrees Celsius from the middle of September, had landlords turning off air conditioning (and even cranking up the heat) just as temperatures were soaring.

With our climate changing, I’ve asked the City to take a closer look at this bylaw to see how we can ensure that tenants stay safe and comfortable.

Upcoming Information Sessions About MiWay’s 2018 Service Plan

From September 25 to 30, MiWay is hosting public information sessions about its 2018 service plan. The sessions will provide the public with more information on how MiWay will increase service levels along major corridors and introduce more express services to power the grid network in 2018. The theme for the third year of the MiWay Five Transit Service Plan is “Powering the Grid.”

MiWay 5 is a five-year plan (2016-2020) that is shifting Mississauga’s transit system to a grid network that allows for more frequent buses along main corridors and delivers more direct services. The plan also optimizes the use of the Mississauga Transitway, which will be completed with the opening of Renforth station this fall.

Etude Drive Crossing to Westwood Square

The Transportation and Works Department completed a review of the existing Pedestrian Refuge Island’s location on Etude Drive. The review was initiated due to the new access point on Etude Drive, which did not take into account the existence of the island. The new access for trucks was constructed opposite Dalewood Drive adjacent to the pedestrian island, resulting in trucks going over the curb, which creates an operational concern at this location.

The island will be removed from its current location and relocated to the existing sidewalk connection in a vicinity of 3580 Etude Drive.

Stories Needed – The City Plans to Focus Future Initiatives on Residents’ Tales

The City of Mississauga is asking residents to share the stories that define what life in Mississauga means to them through an initiative called, Story of M.

“Mississauga has a story to tell and the Story of M will help us connect with residents across the city,” said Paul Damaso, Director, Culture Division. “These stories will help fuel the exhibits and programming at the Museums of Mississauga.”

The Story of M is based on a recommendation included in the Heritage Management Strategy. The Heritage Management Strategy was approved by Council in June 2016.

Story of M will happen in three phases:

Phase 1 – Identify repetitive themes that residents highlight as being important to them

Phase 2 – Gather stories from residents based on those themes

Phase 3 – Craft Museums of Mississauga plans that include artifact collection, events, education and exhibitions based on the stories shared by residents

To identify themes and gather stories, the Museums of Mississauga will be hosting various theme/story gathering sessions throughout the city in 2017 and 2018.

During these sessions, residents will be asked to share what Mississauga means to them. According to Stuart Keeler, Manager and Chief Curator, Culture Division, there are no rules to restrict what these themes and stories could include.

“Why did you choose Mississauga and what did you pack in your suitcase for the move?” Keeler shared as possible examples. “For residents that have lived in Mississauga for a longer period of time, we’d like to learn where they were during the train derailment of 1979, if they opened and ran businesses in the community and what the city was like before the construction of the current Civic Centre in 1987.”

Confirmed sessions including dates and locations can be found on the Story of M website. Residents are encouraged to follow @SaugaMuseums on Twitter and check the website often for new information.

Toronto Pearson Youth Cohort at 6 Degrees

Each year, the Institute for Canadian Citizenship (ICC) hosts 6 Degrees, a 3-day event held in Toronto. The mission is to create a space where an international community committed to inclusion can be fostered.  This year, Toronto Pearson is partnering with the ICC to create Toronto Pearson Youth Cohort at 6 Degrees, a group of 20 dynamic young leaders drawn from Toronto Pearson communities.

One of the streams of Toronto Pearson’s community investment program, the Propeller Project, is the Uplift Fund. This fund works to build partnerships focused on employment and bridging the gaps that the community faces to securing meaningful employment. The cohort will participate in a 6-week long fellowship, culminating in the collective creation, curation and carrying out of a youth-led event in the GTA, to discuss youth unemployment with other young people, leaders, MPs and MPPs.

Applications are currently being accepted for youth leaders between the ages of 18 to 29. Applicants must reside in Etobicoke, Mississauga or Brampton. The deadline for applications is Wednesday, September 13 at 11:59 p.m. The application can be found at: https://torontopearson.com/youthcohort/#

Labour Day Waste Collection and Exemption Period

There will be no waste collection on Monday, September 4. Waste collection will be one day later that week. Check your waste calendar for details. All Community Recycling Centres (CRCs) will also be closed on Monday, September 4. They will reopen for regular operating hours on Tuesday, September 5.

This pick up is also in an exemption period. During an exemption period there is no maximum amount of acceptable garbage you can put on the curb. Garbage bag tags are not required during exemption periods.

Each excess garbage bag cannot:

  • Weigh more than 20 kg (44 lbs).
  • Be larger than 66 cm (26 in) wide and 90 cm (35 in) high.
  • Be smaller than 30 cm (12 in) wide and 30 cm (12 in) high.

Be sure to put your extra garbage out on your garbage collection day, not on your recycling collection day. Excess garbage left at the curb on your recycling collection day will not be collected.

Place your excess garbage close to – but not on top of – your garbage cart, leaving at least 1 m (3 ft.) of clear space between your extra garbage item(s) and your cart.

Your garbage cart and your extra bagged garbage may be collected by separate trucks at different times on your collection day. Leave your garbage at the curb until 8 p.m.  If it is not collected by 8 p.m., report a missed collection.

Danville Park has been designed and developed with year-round activity in mind. The site will include a premiere cricket site suitable for tournament play and a toboggan hill with accessible pathways to the top of the hill.

In addition, the Greater Toronto Airports Authority (GTAA) has partnered with the City of Mississauga to create an Airplane Viewing Platform at the park’s pinnacle. Grand Highland Golf Course

I’ve received many telephone calls and emails from residents who are concerned about the possible sale of the Grand Highland Golf Course. The property is privately owned and currently up for sale, being marketed as a residential development opportunity.

At this point, I can say that a buyer faces a tremendous uphill battle, with strong opposition from your councillor, needing to have the property rezoned from recreational to residential. The existence of fly ash on the property will be at least a $35-million clean up. And finally, they’ll face resistance from the community, which I serve, for any contentious zoning changes.

This situation is in its very early stages, but I will keep you posted through my website and enewsletter.
